第一條  國立臺灣大學文學院(以下簡稱「本院」)為提昇教師之研究、教學及服務水準,特依本校教師評鑑準則第九條規定訂定本辦法。

In order to raise the level of faculty research, teaching, and service, the College of Liberal Arts of National Taiwan University (hereby referred to as the College) has set off these regulations in accordance with Article 9 of the University Faculty Evaluation Rules.

第二條   凡本院專任教師均應接受評鑑。應接受評鑑期間,未提出或所附資料不實致影響評鑑結果者,以不通過論。

All full-time faculty of the College are subject to the College evaluation. Faculty members who do not submit their Dossier at the scheduled evaluation time or who provide false information, thus affecting the result of the evaluation, will be regarded as “FAILING the evaluation.”  

第三條   各級教師評鑑 辦法如下:

Evaluation regulations for each level of faculty are set as follows:  

一、 凡本院聘任之各級教師於來校服務第三年,由院實施第一次評鑑。

All NEW FACULTY are scheduled for the FIRST evaluation implemented by the College of Liberal Arts in the THIRD year after the date of their initial appointment.  

二、 通過第一次評鑑者,講師及助理教授每隔三年,副教授及教授每隔五年,由院實施再評鑑。

a)    Instructors and assistant professors, after passing the first evaluation, are subject to one evaluation every three years by the College of Liberal Arts.

b)    Associate professors and full professors, after passing the first evaluation, are subject to one evaluation every five years.  

三、 評鑑不通過者,院方應敘明理由通知受評教師,並由院協調系所 、學位學程給予協助一至二年(自評鑑未過之次學期起算),再由院進行覆評,覆評仍不通過時,應經提院及校教評會決議不續聘。

For faculty members who don’t pass the evaluation, the College should inform the evaluated teachers and explain the reason why they didn't pass.  The College shall also coordinate the Department, Graduate Institute, or the Degree Program to provide assistance for one to two years (dating from the next semester after one fails the evaluation), and then a re-evaluation will be conducted by the College.  If faculty are found unsatisfactory under re-evaluation, their cases should be submitted to the Collegiate and the University Teachers' Evaluation Committees to decide on their non-renewal of contract.

四、 教師如為自本校其它單位轉入現職單位,其應受評期限應將原單位服務之時間計入。

If faculty are transferred from other departments/institutes of NTU, their years of service at the previous departments/institutes should be counted in their evaluation timetable.

    五、

教師於升等通過後,其應評鑑之期限,自該次升等通過後起算。

When faculty members are promoted, their evaluation timetable should be recalculated after the promotion.

六、 各級教師對評鑑結果有異議者,得依「國立臺灣大學教師申訴評議委員會組織及評議要點」之規定,於接獲書面通知之次日起三十日內以書面向該委員會提出申訴。

According to the "Guidelines on the Organization and Implementing Details of the NTU Teachers' Appeal and Arbitration Committee," Those who object to the resolution about their evaluation can appeal in writing to the Committee within 30 days after the day they receive a written notice.  

七、 本院專任教師應經評鑑通過後,始得提請升等,副教授以下教師如併計其他機構資歷已符合升等年資,而主動要求提早評鑑者,經本院同意後,得辦理評鑑。

Full-time faculty members should pass the evaluation before applying for promotion.  Associate professors or below can seek the approval by the College to bring ahead their evaluation schedule if their years of service, including those at previous institutes, are already qualified for promotion.  

第四條  凡最近一次評鑑不通過者,不得申請教授休假研究,且自次一年起不予晉薪、不得在外兼職或兼課或借調,亦不得延退或擔任校內各級教評會委員或行政主管。

If faculty members do not meet the standards of evaluation, they cannot apply for sabbatical research and will not be eligible for salary increases.  Moreover, all the below restrictions will apply from the following year: 

They will not be allowed to hold part-time jobs or part-time teaching positions or take a job transfer outside the University; nor can they apply for deferral of retirement or take posts as NTU committee members or administrative directors.

經覆評通過者,自次年起,恢復晉薪及兼職、兼課及借調之權利。至前項所列其他權利之恢復,應符合其相關規定。

If they meet the standards under re-evaluation, they will be eligible for salary increases starting from the following year.  Restrictions concerning part-time jobs, teaching positions, and job transfers will also be lifted.  Resumption of the other rights (as indicated above) will depend on related regulations.

第五條  副教授及教授符合下列條件之一者,得免辦評鑑:

FULL and ASSOCIATE professors who meet one of the following conditions may be exempt from evaluation:

一、 獲選為中央研究院院士者。

Those who have been elected as a Fellow of Academia Sinica.

二、 曾獲頒教育部學術獎或國家講座。

Those who have received the Academic Award or National Award from the Ministry of Education.

三、 曾擔任國內外著名大學講座教授經本校認可者。

Those who have taken the position of Chair Professor at distinguished Universities home or abroad and whose position has been acknowledged by NTU.  

四、 曾獲頒國科會傑出研究獎三次以上(九十四年度起,獲國科會各處核給三年期最高一級計畫主持費等同傑出研究獎一次),或甲種(或教授級、副教授級)研究獎(或優等獎)十次以上者(八十九學年度以前所獲一次傑出研究獎可抵二次甲種研究獎;九十一年度以後所獲一次傑出研究獎可抵三次甲種研究獎。九十三學年度上學期以前開始執行之國科會研究計畫,凡主持一年半等同甲種研究獎一次;自九十三學年度下學期開始執行之國科會研究計畫,凡主持二年等同甲種研究獎一次)。

同一研究案,僅得採前列各採記方式之一。但國科會傑出研究獎者,不在此限。

計入免評資格之國科會研究計畫主持經歷,以該會補助專題研究計畫作業要點所定之專題研究計畫為限。

1.   Those who have received the NSC "Distinguished Research Award" 3 times or above. (From year 2005, being granted the maximum three-year NSC Project funding with director's stipend is equivalent to an NSC Distinguished Research Award.)

2.   Those who have received the NSC "Category A" Award (甲種獎; or professor-leveled or associate-professor-leveled award) or NSC Excellent Research Award (優等獎) 10 times or above.

★NOTES:

a)   One “Distinguished Research Award” received before August 1st 2001 counts as TWO “Category A Research Awards” (甲種獎). 

b)  From year 2002, one “Distinguished Research Award” counts as THREE “Category A Research Awards” (甲種獎). 

c)   NSC “Research Project Manager’s Monthly Stipend” (主持國科會研究計畫) received before February 1, 2005 for 1.5 years equals one Category A Research Award (甲種獎).

d)   Beginning with February 1, 2005, NSC “Research Project Manager’s Monthly Stipend” (主持國科會研究計畫) granted for 2 years equals one Category A Research Award (甲種獎).

e) The same NSC Project can only be adopted once among the above options, but this limitation does not apply to the NSC Distinguished Research Award.

f)   Only NSC Research Projects that are specified by the "NSC Guidelines on Funding Research Projects" (行政院國家科學委員會補助專題研究計畫作業要點), including "General Research Project" and "Project for Junior Researcher," can be counted when one is applying for Faculty Evaluation Exemption.

 

五、 曾獲本校教學傑出獎二次或教學優良獎十五次者(一次傑出等同八次優良獎)。

Those who have won the NTU “Distinguished Teaching Award” TWICE or the “Excellence in Teaching Award” 15 times. (One "Distinguished Teaching Award" is equivalent to EIGHT "Excellence in Teaching Awards").

六、 曾獲其他教學、研究、服務獎項或其成果具體卓著 ,經各系、所、學位學程向院及校方報准免辦評鑑者。

Those who have received awards in teaching, research, and service or have produced substantial and distinguished achievements may apply for exemption from evaluation by recommendation of the Department, graduate institute, or degree program, and seek the approval of the College and the University.

   

符合前項各款條件者,應檢具相關証明文件,經所屬系所簽報院評鑑小組審查後,向校方推薦為免評鑑教師。

Those who meet the conditions described above should provide related documents as proof and apply through the Department to the Collegiate Evaluation Committee for approval of exemption from faculty evaluation.

  第六條 

教師經核定免辦評鑑後,如有違反教師法或聘書所定教師應負義務,由所屬系、所、學位學程檢具佐證資料,送經本院教師評鑑小組及本校教師免評鑑資格審議小組確認並報校長核定後,取消其免評資格。

經取消免評資格者,應於次學年接受評鑑,且三年內不得申請免辦評鑑。

 

第七條  受評鑑教師若因生產、育兒或遭遇重大變故而擬延後評鑑時,得檢具証明經院方同意及校方核准後,延後評鑑一至二年,惟延後評鑑期間,不得在校外兼職兼課或借調。

教師因病假或育嬰假而留職停薪者,留職停薪期間不計入應受評鑑年限內。該教師應接受評鑑之年度,如仍在留職停薪期間內,其評鑑得順延至留職停薪期間屆滿回校任職後,本院第一次評鑑時辦理。

Faculty can apply for deferral of evaluation for one to two years under extreme circumstances such as childbirth, childcare, or serious personal upheavals.  Applicants must submit supporting documents to seek approval by the College and the University. Once approved, applicants will be granted one-to-two years' deferral of evaluation, but they will not be allowed to hold part-time jobs or part-time teaching positions or take a job transfer outside the University during the period of deferral.

If a faculty members is on leave without pay for "sickness" or "parenting," the period of their unpaid leave will be deducted from the evaluation timetable, i.e., if the unpaid leave is for 1 year, their next evalution will also be postponed a year until the College begins its next faculty evaluation.

附註:根據97年3月5日文學院96學年度第2次教師評估小組會議決議:「本院教師申請延後評估應在每年11月底以前,逾期不再受理。」

According to the resolution made on March 5, 2008 by the meeting of the Collegiate Faculty Evaluation Committee, faculty who would like to apply for postponement of evaluation must submit their application by the end of November each year.  Application submitted after the deadline will not be accepted.

第八條  本院教師評鑑及覆評由本院教師評鑑小組辦理。小組由院長、各系 、所、學位學程推選之委員及二至三名校外委員組成。院長為小組召集人及會議主席,每 系、所、學位學程得各推選免評鑑之教師一名為小組委員,校外委員則由院內委員遴選具學術聲譽之校外人士擔任。除院長外,其餘委員任期為一年,連選得連任。評鑑小組應有全體委員三分之二以上出席始得開會,出席委員過半數同意始得決議。委員須親自出席,不得由他人代理。

Faculty evaluation and re-evaluation are implemented by the Faculty Evaluation Committee of the College.  The Committee consists of the Dean of the College, members elected by each department, graduate institute, and degree program, and two to three members invited from outside the University.  The Dean of the College is the Committee coordinator and the Committee Chair.  Each department, graduate institute, and degree grogram shall elect one faculty member who is exempted from evaluation to serve as a member of the Collegiate Faculty Evaluation Committee.  Committee members from outside the University should have a high academic reputation; they are selected by committee members of the College.  Except for the Dean of the College, committee members hold office for one year and may continue in office when re-elected.  Two-thirds of all committee members must be present to conduct a meeting; resolutions must be agreed upon by more than one-half of the members present.  Committee members must attend meetings in person and may not delegate their position to others.

第九條 

本院一般教師評鑑之項目及其所佔百分比如下:研究佔60%,教學佔30%,服務佔10%;語言教師評鑑之項目及其所佔百分比如下:研究20%,教學70%,服務佔10%;擔任教學專任專業技術人員評鑑之項目及其所佔百分比如下:研究20%,教學50%,服務佔30%


各項總和滿分為一百分,評鑑通過標準不得低於七十五分。各項目之評鑑細則另訂之(請按一下細則超連結)。
語言教師之認定由相關系、所、學位學程研擬辦法後送院核定。

語言教師及專任專業技術人員合計人數不得超過該系、所、學位學程總員額百分之二十。

For the GENERAL FACULTY NOT under the category of LANGUAGE INSTRUCTOR, the final score is tallied based on the following formula: of Research (60%), Teaching (30%), and Service (10%).  For LANGUAGE TEACHERS,  the formula is: Research (20%), Teaching (70%), and Service (10%).  For full-time TECHNICAL SPECIALISTS in charge of teaching,  the formula is: Service (20%), Teaching (50%), and Research (30%) . 

The sum of the three categories yield a full score of 100 points, and a passing score cannot be below the standard of 75 points.  Evaluation details for each category will be further specified (please click the IMPLEMENTING DETAILS). 

Guidelines for Definition of LANGUAGE TEACHERS should be drafted by related departments, graduate institutes, or degree programs, and submitted to the College for approval.

The total number of language teachers and full-time technical specialists cannot exceed 20% faculty quota of each department, graduate institute, or degree program.

  第十條 

自民國101年起,凡一般教師之助理教授年資八年(含)以上仍未升等者,其評鑑之總分須達80分(含)以上,始得議決是否通過。

From year 2012, with regard to Assistant Professors evaluated on the General Faculty track who have served at the position for 8 years or above but who haven't got promoted, their passing score must reach 80 points before they can be approved as passing the evaluation.

10081日起聘之新聘助理教授任職8年未能升等者(含來校前專任助理教授年資),應不續聘。

For Assistant Professors employed on August 1, 2011 and afterwards who have served at the position for 8 years (including the years of service at the rank of full-time assistant professorship before one is hired by NTU) but who haven't got promoted, their contracts of employment shall not be renewed.  

 

第十一條  本院應於各級教師評鑑期限內辦理評鑑,且應於評鑑完成後將核定結果通知受評教師,經評鑑未通過者,本院應將本辦法第三條第一項第八款之規定通知受評鑑教師並於每年三月底前完成作業,將評鑑結果及評鑑會議記錄連同當年度經審查合於免評鑑條件者,報校備查。

The College should conduct faculty evaluation at scheduled time and inform the evaluated faculty of their evaluation result after the evaluation is completed.  The College should also send an official notice according to Article 3, Item 8 of the Faculty Evaluation Regulations of Liberal Arts to those who do not pass the evaluation.   The whole procedure must be completed by end of March each year, and then the evaluation results, the minutes of the Collegiate Evaluation Committee, along with a name list of those who are approved of exemption from evaluation in the same year, will be submitted to the University to enter in the records.

第十二條  本辦法若有未盡事宜,悉依相關規定辦理。

If there are matters not covered by these regulations, they should be dealt with according to the relevant University regulations.

第十三條  本辦法經院務會議及本校行政會議通過後,自發布日施行。

After these regulations are approved by the Collegiate Affairs Meeting and the University's Administrative Meeting, they then come into effect from the day of promulgation.
