Introduction of speaker:

Dr. Sandra Garcia is full professor at the School of Government at the University of Los Andes in Colombia, where she teaches Poverty, Inequality and Public Policy; Social Policy, and Policy Analysis.  She conducts research on social policy, particularly child and family policy, education, and child poverty. Sandra has extensive experience on the impact evaluation of social programs in educational and health outcomes.  She received her PhD in Social Work from Columbia University in 2007 and her MPA in 1999 from the same university. 

 

 

Content:

Conditional Cash Transfers (CCTs) have expanded and consolidated as part of social assistance systems around the world, particularly in low- and middle-income countries.  In this paper we integrate and analyze the extensive evidence to date on the impacts of CCTs on educational and over the life-cycle as well as long-term impacts on employment and earnings.  We discuss the achievements and limitations of CCTs as a strategy to alleviate poverty and promote long-term human capital accumulation.
