Albert Y. Chen is Professor and Associate Department Chair of Civil Engineering at National Taiwan University (NTU), Deputy Director of the NTUCE-ENCREE AI Research Center, Professor of the NTU Rail Tech Research Center, and Professor of the NTU Global Undergraduate Program in Semiconductors (GUPS).

Chen develops intelligent and cyber-physical systems for transportation, emergency response, and civil infrastructure, integrating optimization, spatiotemporal AI, computer vision, and embedded sensing so that infrastructure systems can sense real-world conditions, model system states, evaluate possible actions, and respond more effectively. He has applied this sense–model–decide–act approach to intelligent transportation systems, emergency medical services, disaster response, construction informatics, smart infrastructure, and environmental sensing.

Chen's research has been consistently placed in the top-ranked journals of his field. The most selective placements are in Transportation Research Parts B, C, and E — flagship journals of transportation science. His work also appears in IEEE journals: Transactions on Intelligent Transportation Systems and Journal of Biomedical and Health Informatics (cover article). This is paired with sustained publications in ASCE Journal of Computing in Civil Engineering, Advanced Engineering Informatics, and Automation in Construction.

Chen holds sustained leadership positions in the international research communities. He serves as Secretary of the Board of Directors of the International Society for Computing in Civil and Building Engineering (ISCCBE) and conference chair of the 21st International Conference on Computing in Civil and Building Engineering (ICCCBE 2026, Taipei). He also serves on Taiwan's Ministry of Transportation and Communications Committee for the Promotion of AI in Transportation, and the editorial board of an international journal: Advanced Engineering Informatics [SCI, JCR Rank 4/179].

Research Interest

My research focuses on cyber-physical intelligence for transportation, emergency response, and civil infrastructure systems. I am interested in developing systems that can sense real-world conditions, infer system states, simulate possible futures, and support timely decisions and actions. The overarching goal is to improve the safety, resilience, efficiency, and sustainability of infrastructure systems through integrated sensing, computation, optimization, and decision support.

Cyber-Physical Transportation Systems
Traffic data extraction from images, traffic monitoring, traffic safety, conflict analytics, connected infrastructure, adaptive transportation operations, critical infrastructure assessment, and emission analytics of traffic-related air pollution (TRAP).
Smart Infrastructure and Construction Informatics
Construction informatics, Building Information Modeling (BIM), worker and equipment tracking, indoor pedestrian flow analysis from image data, infrastructure monitoring, computer vision applications in built environments, and data-driven decision support for construction and infrastructure operations.
Emergency Response and Lifesaving Operations

Methodology

My research integrates sensing, modeling, optimization, and decision support for complex civil infrastructure systems. Rather than treating computational methods as isolated tools, my work emphasizes end-to-end system integration: from data acquisition and perception, to state estimation and prediction, to simulation, optimization, and operational decision-making.
