Assessment of Long-term Care Needs

This project is a continuation from the 2nd year. The focus for the 3rd year is to complete the in-depth assessment of long-term care needs and the assessment of the demand for long-term care manpower. The purpose of this research is to assess long-term care needs and manpower demand nationwide and to provide essential information for developing a long-term care system in Taiwan. The specific aims of this research are as follows:

  1.To assess the care needs of disable persons in their daily living, including both the needs for personal care and household chores.

  2.To assess the needs for professional care, including nursing care, physical and occupational therapy, and social care.

  3.To assess the needs of family caregivers, including emotional, financial, social, and environmental aspects.

   4.To assess the demand for long-term care manpower.

   5.To establish the database of long-term care demand.

The process of data collection of long-term care evaluation can be divided into two stages. The first stage involves the initial screening of 300 thousand respondents aged 50 and over. The respondents are selected using a probability sampling procedure. 17,191 respondent with ADL, IADL and cognitive disabilities were selected in the initial screening, and finally 17,191 disabled subjects in the 2nd stage, these disabled respondents were received a comprehensive evaluation of long-term care needs.

To ensure the comprehensiveness of the evaluation, the research team will consist of experts from various disciplines, including nursing, social work, physical therapy, occupational therapy, and public health. A comprehensive multidisciplinary assessment questionnaire was developed as a joint effort from these experts. It will include both personal and professional care in the physical, mental, social, and family aspects. Caregiver burden and support will also be included as part of the evaluation. According to the need for long-term care the demand for ling-term care manpower will be assessed.

The acquisition of these data is essential for Aging in Place policy.  To provide reliable data of long-term care needs and resource development, the findings from this research have to be representative of each county and of Taiwan as a whole. To this end, this research will be completed in three years. For the 3rd year, comprehensive assessment multidisciplinary needs and manpower demand for long-term care will be conducted on the subjects identified in the 1st and 2nd year.
