COURSE OBJECTIVES:
As an essential part of social institution, social welfare is not only based on the principles of equality and justice, but also relied on the legitimate of policy and a series of implementation and plans. Moreover, the value and provision of social work are always related to the advocate and practice of social policy and law making. The objective of this course is to facilitate the senior social work students the knowledge about social policy and social legislation. Topics include principles of social policy, political ideology and welfare state, economic framework for policy analysis, politics and policy making process, and review of major social laws concerning specific populations, such as children, the disabled, women, and the elderly. Family and demographic policies as well as policies in economic security are also discussed.
The contents of course are divided into two sections. Section I theoretical background for social policy analysis will be mainly lectured by the instructor. Section II the current social legislation in Taiwan will be lectured by the instructor on the 1st hour, project presentation by assigned students on the 2nd hour, and floor discussion on the 3rd hour. The course will have a midterm and a final exam, as well as one homework assignment and one term paper done in groups.

PREREQUISITES:
This is a required course for the 4th grade students of social work department. Students at lower grade or from other departments should ask for instructor's permission before taking the course.

COURSEWORK AND GRADING:
1. team-work (35%): following works are to be done in groups of 6 or 7 people. List of team members should be submitted by 9/29.
(1) Assignment I: summary of two articles from reading list. 10/13 due. Random assigned result will be posted on ceiba.
(2) Oral presentation on assigned topic (10%). Random assigned result will be posted on ceiba. The Presentation is scheduled on the 2nd hour of class on the due week. Use of power point is encouraged. Paper title and outline should be submitted by 10/27.
(3) Written report (15%): A guideline of writing the term paper will be provided.
(4) Self-evaluation scale (0%): a key reference for weighting grades within group members.
2. Mid-term Exam (30%): in-class, close-book exam. The exam will include three parts: multiple choice, short essays, and long essays.
