Course Goal:
Strengthen the students' ability to analyze social policy in cost-benefit view of economics.

Proceeding way:
(1) Lecture and discussion, encourage students to propose personal opinion.
(2) Require students to present the theme and outline of their research papers in the class, and discussion with classmates.
