Regulations for Enrollment in National Health Insurance Program


Due to the Bureau of National Health Insurance Law, Overseas Chinese and Foreign Students staying in Taiwan for at least 4 months and holding ARC (Alien Resident Certificate), are eligible for and should enroll in the National Health Insurance Program. Q: Where do Overseas Chinese and Foreign Students apply for joining the National Health Insurance program?
A: Overseas Chinese and Foreign Students in NTU may apply at the Office of Overseas Chinese and Foreign Students.

Q: Can Overseas Chinese and Foreign Students who are first time in Taiwan and hold ARC, but have not yet been settled for four months, apply for joining the National Health Insurance program?
A: According to the regulation, they do not qualified and thus may not. However, in this case, Overseas Chinese Students may apply for the insurance program provided by Overseas Chinese Affairs Commission, and switch to the National Health Insurance program after settling for four months.

Q: Can Overseas Chinese Students with R.O.C nationality apply for joining the National Health Insurance program?
A: Overseas Chinese Students with R.O.C nationality may not apply for joining the National Health Insurance program in school.

Payment Method: NTU will collect half year fee at each semester during registration (First semester collects fee for September through the following February, second semester collects fee for March through August.)

Withdrawal
Q: Would Overseas Chinese and Foreign Students lose the coverage if they return to their countries of origin?
A: The insurance coverage will be cancelled under the conditions listed below:

(1) Overseas Chinese and Foreign Students who cease to have a legally acceptable reason to reside in Taiwan or decide not to return to Taiwan will lose their eligibility for coverage and should apply to withdraw from the insurance. All outstanding premium should be paid prior to departure from Taiwan.

(2) Overseas Chinese and Foreign Students who leave Taiwan for vacations or other short-term trips and still have valid permit to remain in Taiwan will be continued to have the coverage.

Overseas Chinese and Foreign Students who plan to leave Taiwan for more than 6 months can either continue to pay the premium to keep the coverage or to withdraw from the insurance. In the latter case, no premium is required.

Upon returning to Taiwan, application to reactivate the coverage should be submitted. Those who choose to discontinue the coverage, but return within the 6-month period need to repay the premiums to cover the period while absent from Taiwan. Those who continue to pay premium and maintain coverage may claim for emergency treatment or childbirth medical expenses while living outside of Taiwan. Proper documentation certifying the medical condition and expenses incurred is required for reimbursement application.

Coverage
Q: What is the coverage under the National Health Insurance program?
A: The insured is entitled to receive the following comprehensive medical benefits:

(1) The outpatient service, impatient care and drugs that are provided by the contracted medical care institutions in the case of illness or injury.

(2) The preventive health care, such as health examinations.

(3) After receiving emergency treatment at a non-contracted medical institution in Taiwan, or at a medical institutions overseas, beneficiaries may subsequently apply to the Bureau of National Health Insurance for cash reimbursement of medical expenses paid out-out-of-pocket. Reimbursements are made according to the fee schedules published by the Bureau of National Health Insurance.

Q: How do I get the National Health Insurance IC Card
A: For Overseas Chinese and Foreign Students of NTU, the NHI IC Card will be mail to the address you filled out on the application sheet.

Q: How do Overseas Chinese and Foreign Students renew their NHI IC Card when it is lost?
A: Please confirm with the Office of Overseas Chinese and Foreign Students.
