	In two influential contributions, Hinloopen (1997: Journal of Economics 66: 151-175; 2000: Journal of Economics 72: 295-308) demonstrated that it is optimal to subsidize firms’ R&D in a competitive market that fully share the outcomes of their independent research. However, a re-examination of their second-order conditions suggests that the optimal policy can be more nuanced. While Hinloopen’s findings (1997; 2000) hold true for a small spillover effect, subsidizing firms’ R&D in a competitive market without mandating research sharing becomes optimal when the spillover effect is large.
