We
investigate the impact of right-to-repair (RTR) policies on a manufacturer’s
production decisions and market outcomes in the presence of competition from
independent service organizations (ISOs) in the aftermarket. When repair
services are horizontally differentiated but equal in quality, RTR ensures
full aftermarket coverage in equilibrium and consistently enhances consumer
welfare. The manufacturer may also benefit when product reliability is high
and service differentiation is substantial, as RTR allows the firm to exit
the aftermarket and concentrate on the primary market. With additional
vertical differentiation, whereby ISOs offer lower-quality services, RTR can
lead to an uncovered aftermarket when both product reliability and ISO
quality are low, raising manufacturer profits but reducing consumer surplus.
Conversely, when both product reliability and ISO quality are high, ISOs
exclusively serve the repair market; however, social welfare declines, making
RTR less desirable. |
