摘要 Abstract of the Paper	We revisit two emission regulations and compare their efficiency, particularly emission intensity and cap regulation. We find that firms always prefer to participate in the emission trading market. The social efficiency of the regulation depends on the efficiency of abatement. When abatement is relatively efficient, intensity regulation is always preferable. However, when abatement is relatively inefficient, cap regulation is always preferable. Consumers are better off when the government imposes intensity regulation due to higher production. Further, firm with higher production efficiency always choose intensity when the production efficiency is relatively high. Meanwhile, firm with lower production efficiency always prefer cap regulation.
