In an n-firm credence goods market where firms freely participate in certification by a third party, this research compares the quality standard and related welfare effects of the certification of NGOs (NC), the private institute (PC) and the public institute (GC). The findings show that certification leads firms to fall into a so-called certification trap, in which they are worse off than there is no certification. The novel result is that, if certification is costly, then partial participating equilibrium arises, NC and PC may set the same quality standard, which is less than that in GC; and then may raise the quality standard as the output market becomes more competitive. Furthermore, due to a less serious hurt on the participants by the certification trap and having an extra certification rent, PC may have higher social welfare than GC. The results in this study are more general than those in the previous literature.
