討論提要 |
This paper employs an import
model to analyze the trade protection and welfare effects of an
antidumping duty and price undertaking under different dumping measures
(i.e., injury margin and dumping margin). It is found that price undertaking
is necessarily superior to an antidumping duty in terms of the protection
effect under both dumping measures. In addition, the dumping firm always
prefers an antidumping duty with a dumping margin (an injury margin if the
cost disadvantage of the domestic firm is high). As for the welfare analysis,
we show that when the injury (dumping) margin is employed, an antidumping
duty is more socially desirable than price undertaking (if the cost
disadvantage of the domestic firm is high). This result has the following
policy implication: if the cost disadvantage of the host country is high,
both antidumping policies incur a tradeoff between domestic welfare and firm
protection irrespective of the adopted dumping measures. However, if the cost
disadvantage of the domestic firm is low, imposing price undertaking is
superior to an antidumping duty in terms of welfare and market protection if
the injury is measured by the dumping margin. |
