摘要	When countries are symmetric, the formation of PTAs hinders multilateral trade liberalization. Under an FTA, the incentives of the nonmember prove detrimental for multilateral tariff cooperation. Nonmembers are actually more willing to cooperate under a CU. The formation of PTAs can sometimes encourage cooperation relative to MFN when the model is extended to allow for market size or cost asymmetries across countries.
