摘要

Literature have extensively studied the effects of protectionist or antidumping policies in terms of duties. Antidumping policies in the European Union however make frequent use of price undertakings. Whereas the effects of tariff protection on technology transfer have been studied by Kabiraj and Marjit (2003), no such analysis has been carried out for price undertakings. The main aim of this paper is to explore the effect of price undertakings on technology transfer via a two-country model. We find that the technology transfer via licensing is more likely to occur as the trade cost increases or as the price undertakings are imposed. This result suggests a means for developing countries to upgrade its technology. Moreover, the optimal royalty rate charged by the patent holder is possibly less than the magnitude of its innovation as the trade costs are incorporated. This finding runs against the standard result in Wang (1998). More interestingly, if the cost advantage of the foreign is large enough, the domestic consumer surplus, producer surplus as well as social welfare are necessarily enhanced under price undertakings. This result is striking and might provide an explanation on the boost of the antidumping investigations initiated by developing countries in the past decades.
