討論提要

The Effective rate of protection is well known and widely used in the evaluation of trade policy regime since Corden (1966). This index has been refined in several methods to adjust for input substitutions, non-traded inputs, exchange rate effects, imperfect competition market, multinational firms and so on. The purpose of this paper is to highlight the impact of FDI on the evaluation of the ERP. Moreover, we develop a new concept in evaluating the “net” ERP.

結論

First, when the FDI is taken into account, the measurement of ERP can't be determined merely by the combinations of t and t. Secondly, given t, the magnitude of the green field cost determines the critical t and the max ERP of which the level of protection can be achieved. In addition, it is impossible to impose a positive ERP if the Green Field cost is zero. The measure of ERP should be used with caution when the potential FDI exists.
