Tariffs versus Quotas under Market Price Uncertainty

討論提要

This paper compares the welfare ranking of optimal tariffs and quotas with and without market uncertainty.  The conventional wisdom suggests that with certainty a tariff is in general superior to a quota due to the tariff revenues.  In this paper, we have shown that the opposite may hold if the market is with a sufficient amount of uncertainty.  This is because when the uncertainty is sizable, the domestic government should choose a quota instead of a tariff as a means of restricting imports so as to prevent the foreign firm from responding to the state of nature.

結論

Under a quota regime, when the market uncertainty is sufficiently large the home country should let the domestic firm maintain monopoly power in order to have a stable supply; but when the market uncertainty is small, the domestic government should open up the market to increase the market competition, even if the foreign firms enjoy a significant cost advantage over the domestic firms.
