1. Following the trend of the extended producer responsibility in waste management, this paper discusses two different types of extended producer responsibility in waste management practice. 2.
In German type’s producer
responsibility, manufacturers have to be fully responsible for waste they
produced. In practice,
manufacturers organize a company called DSD in charge of waste disposal and
recycling. The finance of DSD is
from manufacturers. 3.
The Taiwan type’s waste management
is similar to the German’s. The
major difference is that the manufacturers do not have to be responsible for
waste disposal directly, their only responsibility is to pay a tax to a fund
run by the government; and then the fund will subsidize on disposal sector
for waste dispose. 4.
This paper compares the similarities
and differences of two models.
In equilibrium, both systems achieve the same social optimum. |

延伸研究 |
1. During the presentation, suggestions have been made. Mostly are on the model setup. It is suggested to revise the German type model as the one integrates manufacturers and disposal sector together. The Taiwan type remains separating two sectors; while the game tree is to have the disposal sector run first, then the manufacturers sector. 2. Treat the German type as a benchmark model and the Taiwan type as an extension. Moreover, the extension can run for three scenarios depending on the objective function of the recycling fund (government): (a) maximizing total waste disposal; (b) maximizing the disposal sector’s profit; (c) maximize total waste disposal but constraint on the disposal sector’s profit. |
