討論提要

Recent studies have found that small and medium-sized firms (SMEs) play an important role in both foreign direct investment (FDI) and innovation activities.  We establish a theoretical model to analyze the relationship among research and development (R&D), FDI, and technical efficiencies.  Our theoretical proposition suggests that unless the substitution effect dominates the magnification effect, FDI will induce more R&D activities.  We then use the 1989-1996 panel data of FDI by Taiwan’s SMEs to test the proposition.  Empirical results show that FDI reinforces the marginal benefit of R&D and that the R&D expenditure of multinational SMEs is far above that for domestic SMEs, supporting the theoretical proposition.  Other major findings are:  (1) R&D expenditures significantly improve firms’ technical efficiencies.  (2) The marginal effect of R&D for Taiwanese SMEs investing in mainland China is less than that for those investing in other overseas areas.
